completely off the topic - a profound question about VH1 programming

HUH?

It occurs to me I've never said this aloud, so I figured today, being a random day, I'd get random.

Has anyone figured out why/where/when/how VH1 (or VH-1) - the network originally conceived by MTV to showcase the works of "adult contemporary" artists like Stevie Wonder and Barbra Streisand - makes its programming decisions? I'll give the two most obvious oddities I've noticed:

1) Bands on the Run. The first season of that, I was a complete addict for the show, I even ended up email corresponding with members of one band for a while (trust me it wasn't Soulcracker, which I pegged as dufuses from day one). It looked to me like they got good ratings, and I don't think it was that expensive to produce. Then...no second season. And, as far as I can tell, no public statement as to why no further seasons....huh? (And yes, to give equal time to those who actually have an act: the other competitors were the Josh Dodes Band, Harlow (sometimes written "Harlow AD" for some reason) and the eventual winners, Flickerstick (which sounds like a bizarre sex practice involving Viagra, a can of lighter fluid and a grinder wheel).

2) The Partridge Family or return of the Partridge Family or Revenge of the Partridge Family or whatever... They went to great lengths to make a series of "casting" competitions to create an updated version for a new sitcoms. From what I understand they filmed and aired one (1) episode...then it vanished from their schedule faster than a Barry Manilow video.

I realize on the scale of things these aren't great issues, but they're just little things that I've wondered about, as most businesses at least say "we quit doing this because..." but it looks to me like VH1 is like some ADHD child who just suddenly loses interest in a project and walks away from it, which, considering the time and money invested in establishing a franchise, seems strange.
